Is Basic ≥ 50% of CTC mandatory now?

Yes. Under the Code on Wages, 2019, an employee's Basic pay (plus Dearness Allowance) must be at least 50% of total remuneration. Allowances above that threshold are treated as part of wages for PF and gratuity calculations, so most older salary structures need revising.
